Thriving Kids

What Is Thriving Kids?

Thriving Kids is a new foundational support program being developed by the Australian Government. Its aim is to provide earlier, community-based support for children aged 0 to 8 who have mild to moderate developmental delays or autism, and their families.

The idea is that instead of relying solely on the NDIS for all early intervention supports, some children with less intensive support needs will receive help through mainstream, community, and early childhood settings. This allows the NDIS to remain focused on people with permanent and significant disability.

What Might Thriving Kids Offer?

While the final design is still being negotiated with states and territories, the government has outlined key features of the program:

  • Early identification and interventionFocus on detecting developmental concerns as early as possible, so support can be timely.
  • Use of existing community and mainstream servicesServices delivered through GPs, maternal and child health, early education, schools, playgroups, and local health clinics.
  • Digital and phone supportsTo help families access guidance, parent coaching, and information more flexibly.
  • Support in everyday environmentsEmbedding strategies in home, preschool, school, and community settings rather than separate, isolated therapy sessions.

Timeline & Transition

  • The program is slated to begin 1 July 2026, with a phased rollout over 12 months.
  • Broader changes to NDIS children’s access are expected to follow mid-2027, once foundational supports are in place.
  • Importantly: children with permanent and significant disabilities will continue to be supported through the NDIS under usual rules.
  • Also, current NDIS participants will not be removed from the NDIS before alternative supports are ready.
